What Changed in Florida — and When
On February 6, 2026, Florida became the first state in the country to implement the FMCSA English proficiency mandate, requiring that all CDL knowledge tests, skills tests, and renewals be administered exclusively in English. Previously, Florida allowed CDL testing in multiple languages, including Spanish — that option no longer exists.
The change was triggered by Secretary of Transportation Sean Duffy's February 20, 2026 directive requiring all 50 states to enforce 49 CFR §391.11(b)(2), which has always mandated that commercial drivers be able to read and speak English sufficiently for safe operation. Florida moved ahead of the federal timeline and has been the model for other states implementing the requirement.
This affects every CDL holder in Florida — Class A, Class B, and Class C licenses. It applies to initial CDL tests, renewals, upgrades, and endorsement additions. If you are a Spanish-speaking driver with a CDL renewal coming up in the next 90 days, this is urgent.
What the Florida CDL English Test Actually Covers
The Florida CDL English proficiency requirement has two parts: the written knowledge test and the roadside English proficiency check. Many drivers focus only on the written test and are surprised by the roadside component.
The written CDL knowledge test in Florida covers general knowledge, combination vehicles, air brakes, hazardous materials, tanker vehicles, passenger transport, and school bus operations — depending on your endorsements. All questions are now in English only. The test uses specific CDL vocabulary that is different from everyday English, which is why general English learning apps are ineffective for CDL preparation.
The roadside check happens at Florida weigh stations and during DOT inspections on I-95, I-75, and Florida's major freight corridors. Officers assess whether you can understand and respond to questions in English, read road signs, and understand official communications. This is not a test — it's a judgment call by the officer. Being able to communicate CDL-specific phrases and respond appropriately to standard inspection questions is essential.
